This new town development, in the North East Territories of Hong Kong, is one of the ten major projects announced by the chief executive in the 2007-08 policy address. It involves the planning and preliminary design for three new development areas (NDAs) – the “three-in-one” scheme. The three NDAs are Kwu Tung North, Fanling North and Ping Che/Ta Kwu Ling.
The NDAs cover a total site area of 850 ha and were originally proposed to accommodate a population of approximately 180,000 and to provide 20,800 jobs after full development. The development is intended to address long-term housing demand and to provide employment within the next 20 to 30 years. The NDAs will be developed for multiple purposes, including the provision of land for housing, education and community facilities, improvement of the rural environment, better protection of resources of high conservation value and timely development of land for special industries with clean industrial processes.
The project is targeted for completion by December 2010. Various planning and technical assessments on the environment, heritage, traffic, engineering infrastructure, air ventilation and urban design impacts will be carried out under a sustainability framework.
