Port of Vyborg due diligence

In 2008 the European Bank for Reconstruction and Development (EBRD) considered financing the proposed reconstruction and development of the Port of Vyborg in Russia.

In order to assist EBRD with its due diligence, Arup was appointed to review the technical feasibility of the project and the owner’s ability to deliver the project and operate the facility.

Due diligence report

Arup’s services involved advising on the feasibility and viability of the proposed construction and development plans for the regeneration of the port. The services included an initial assessment of the current infrastructure and a review of the proposed port layout and infrastructure.

The business model was also reviewed in respect of throughput, market share, tariffs and revenues, operating costs, capital expenditure, cash-flows and return on investment. Types of cargo included container, dry bulk and Ro-Ro (roll-on/roll-off).

An assessment of the technical competence of the port operating company, its operating efficiency, safety standards, environmental standards and regional port competitiveness was also part of Arup’s services.

The overall modernisation project was aimed at increasing the efficiency of the port, improving operations to international standards and gaining regional competitiveness via growth in the container and Ro-Ro markets.
