Preparation of the Project Pipeline for the European Regional Development Fund was the largest technical assistance pre-accession project of this kind in Poland. It was financed by the European Union from the Phare fund in the amount of €8.8M.
- 584 projects analysed, of which 156 projects prepared for ERDF application.
- PLN 9 billion being the total value of prepared projects.
The main objective of the assignment was to strengthen the absorption capacity of the Polish public administrative structures within the ERDF. The scope of services provided by the Consortium Scott Wilson / Arup / PM Ireland covered two principal tasks:
- Assistance in the preparation of technical and financial documents for projects to be financed within ERDF.
- Assistance in identification of projects requiring technical assistance.
- Preparation of the documentation necessary to submit applications for co-financing from ERDF.
Over 1,809 people were trained in areas such as programming and administration of structural funds in Poland, in the assessment of ERDF co-financing applications, and for potential beneficiaries of EU funds. The consortium, in cooperation with Ministry of Transport also prepared the “Manual of Cost and Benefit Analysis for Transport Projects” which is currently used within the binding assessment methodology for transport project.
