Commissioned by the Asian Development Bank, Arup has developed a guide for Wuhan, in central China, to build resilience against climate change.
Wuhan features large bodies of water covering around 25% of the city's area. The city is also vulnerable to frequent and severe climate change impacts – heat waves, rain storms and floods.
Vulnerability assessment
With the Asian Development Bank and the City of Wuhan, Arup assessed the city’s ability to combat climate change in four areas: government, water infrastructure, environment and the economy. Each area was assigned a level of vulnerability based on current readiness and future plans.

Local understanding
Early stakeholder engagement and site visits ensured an excellent understanding of local issues. The firm’s global experience was also invaluable locally, providing best practice case studies to support its recommendations
The final report, in the form of a guidebook, introduced complex engineering recommendations and strategic policy recommendations in a user-friendly and accessible way.
The strategies and actions recommended in the book are applicable to other Chinese cities, with Wuhan serving as the initial model.
