In 2014, the Colombian government awarded nine concessions to private developers to design, build, finance, operate, and maintain (DBFOM) approximately 1,110km (690mi) of roadways. The nine concessions were part of the first wave of the 4G highway programme to improve the transportation network in the country through P3s.
Arup was appointed as the independent engineer for seven of the first nine concessions, advising the lenders of the concessions by providing technical, environmental, and social due diligence services.
We have worked as the lender’s independent engineer for P3 highways throughout the world. The scale of the investment required for the 4G highways programme has attracted international attention from developers and investors to Colombia, and our banking and concessionaire clients have benefited greatly from the firm’s broad range of global experience and deep knowledge of highway due diligence best practices.
