EU Funded Data Networks, Moldova and Belarus

Design and implementation supervision for networks in Belarus and Moldova

Arup carried out the design, management of planning and the supervision of implementation of these projects from 2006 to 2011.

With a deep knowledge of EU procedures, we prepared EU-compliant tender dossiers and assisted the EU through the tender process. Other services included preparation of feasibility studies, designs and technical specifications and supervision of delivery.

Belarus network

The data network for the Belarus Border Guards consisted of 500km of optical fibre cable with a total value €8m.

The data network was implemented under two contracts: a works contract for supplying and laying of an optical fibre cable for the network and a supply contract for the supply and installation of electronic transmission equipment.

Moldova network

The data network for the Moldova border guards consisted of a radio frequency microwave network along the border with Romania.

The end-to-end network supports voice, data, and image communications as well as a Terrestrial Trunked Radio (TETRA) services for the Moldova Guard Service. This was the first use of TETRA technology in Moldova. The total value of the first phase was €12m.

Coordination and collaboration

We were also responsible for the design of training activities and supervised training during implementation.

Arup ensured delivery on time and on budget with efficient interaction between EU delegations, the Border Guard Services, contractors and other partners. ”
