Significant improvements made to the design and safety.

One of Queensland’s highest priority road infrastructure projects, it will run from the Warrego Highway at Helidon Spa in the east to the Gore Highway at Athol in the west via Charlton. It is funded on an 80:20 basis by the Australian and Queensland Governments — the largest Commonwealth Government commitment to a single regional road project in Queensland history.

Once completed, it will take heavy vehicle highway traffic around north of the city of Toowoomba rather than through it. Aside from enhanced liveability for the city’s residents, it will significantly increase the movement of freight along the national road network.

Coordinating the technical challenges and financial realities of the project, our team has made sure the project can deliver on its promises. Adopting a ‘one team’ ethos, Arup worked collaboratively alongside the Queensland Treasury, the Department of Transport and Main Roads (TMR) and over 15 public and private stakeholders. To further help smooth the process, and in a rare move, one of our team members was seconded into Treasury.

During the year-long procurement phase alongside the project team, we were able to realise significant cost savings to the state and federal governments, a return on investment, improved safety for road users, along with increased capacity and efficiency additional to the original scope of works. A reduction in whole of life costs across the project is also expected.

We have two staff embedded within TMR for the delivery phase. They are managing all technical aspects of the project including the 50+ technical review teams. We are also coordinating all local government input into the Toll road solution to ensure a sound whole-of-government solution is delivered.
