Major improvements to four sewage plants

Arup was appointed to manage the design, installation and commissioning of a scheme to retrofit flue gas treatment across four operational incinerators in Yorkshire, UK.

Key factors in the project were meeting a compliance deadline, minimising disruption to the existing installations and managing sludge wastes during the construction period when the plant could not operate.

The firm was responsible for the management of the planning and permitting documentation associated with the flue gas upgrades. In addition Arup prepared full documentation to support Integrated Pollution Prevention Control (IPPC) permit applications for each incinerator facility.

EU Waste Incineration Directive

The scheme was developed in response to the Waste Incineration Directive (WID) agreed by the European Union in 2000, requiring incineration facilities to achieve tighter limits by December 2005.

The challenge for the whole project team was to deliver a technically complex scheme across four operational sites within the WID compliance deadline.

The project was the largest capital scheme Yorkshire Water invested in during the 2000 – 2005 period (AMP3), a high-profile project and a key element of Yorkshire Water’s capital programme.

Practical, workable scheme

The project management processes reflected the need to produce a workable and practical scheme for operators on the ground.

Measures included a roadshow to inform and consult operational staff on the proposed project phasing, as well as holding design reviews with operational staff to validate the design proposals.

During the commissioning phase it was critical that operations staff had an active role in managing the integration of the existing and new plant and so a Joint Commissioning Team was set up to engage all parties in the planning and delivery of the commissioning process.

All compliance dates were met and the flue gas treatment system is achieving the emission limits in the Waste Incineration Directive.
