Arup, in partnership with VORM and VMX Architects, has been appointed by the Municipality of Amsterdam to deliver Hartje Noord at Buikslotermeerplein – a transformative building project that sets a new benchmark for socially inclusive and sustainable area development.
Our design approach, integrating architecture, engineering, and sustainability into one coherent vision, supported our strategy on how to redevelop the existing building and extend with a new 70m tall residential tower.
By bringing disciplines together from the outset, we ensure every decision will support performance, aesthetics, and social value. This collaborative method streamlined complexity, reduced risk, and delivered a unified design that meets ambitious environmental and social goals without compromising affordability.
Hartje Noord is designed to be CO₂-negative, storing more carbon than it emits, and generating more energy than it consumes. Sustainability is embedded in every detail, with timber-concrete composite floors, a high-performance bio-based façade, solar panels elegantly integrated into balcony balustrades, a prefabricated Urban Mining Concrete structure, and a hybrid WKO-district heating system. The use of biobased and recycled materials achieves an exceptionally low environmental footprint (MPG < 0,40 €/m².yr), proving that ambitious sustainability can be practical, affordable, and support generous living conditions.
Community participation is at the heart of Hartje Noord. The developer will now further refine the design and a participation process with stakeholders and residents will be launched. Residents and local organisations will shape roof gardens, communal spaces, and the plinth through co-creation workshops. Priority housing for locals, green façades, and collective roof gardens foster social cohesion and wellbeing, ensuring the development strengthens the neighbourhood’s character.
The period from design to the granting of an environmental permit will take approximately two years. Construction is expected to begin no earlier than the end of 2027.

Every design decision will support quality of life. Our specialists will optimise daylight, air quality, and acoustics, while ensuring fire safety, structural integrity, and efficient, adaptable MEP systems. Construction will minimise disruption through prefabrication, electric equipment, and a resident “hinder panel” for transparent communication.
Hartje Noord will demonstrate how Amsterdam’s climate and social ambitions can be realised in practice.
