Sport Singapore (SportSG), a statutory board under the Ministry of Culture, Community and Youth, wanted to transform the 84-hectare Kallang Alive precinct into an integrated sports destination for athletes and the wider Singapore community. They also wanted to position Singapore as a global hub for sports and entertainment while fostering a connected community experience.
We delivered a concept masterplan for the entire Kallang Alive precinct and conducted two feasibility studies – one for the Indoor Arena and another for the integrated sports campus for national athletes. These studies aimed to determine the most effective and sustainable designs and solutions to realise SportSG’s vision and requirements.
The Kallang Alive precinct will support aspiring athletes through the consolidation of facilities, including training centres, the Singapore Sports School, and sports science and sports medicine hubs. The general community, sports beginners, and families can enjoy the new spaces and activities, including the new 18,000-seat Indoor Arena.
A balanced masterplan design
We developed a precinct-level concept master plan that incorporated urban design strategies, land use plans and traffic stress tests, for the 84-hectare Kallang precinct. We analysed site challenges, including disconnected destinations within the precinct and a lack of connection to the waterfront.
Our masterplan aims to strike a balance between ‘grandness’ and ‘everydayness’. ‘Grandness’ refers to the space’s ability to host large-scale events and accommodate high traffic, while ‘everydayness’ ensures the space remains vibrant, accessible and socially engaging for daily use. We designed the area to be pedestrian and cyclist-friendly, catering to the community’s use of space for leisure and sports. We also improved accessibility to surrounding developments and transport nodes.
We proposed a new 1.2km pedestrian and cyclist-friendly boulevard which will run through the Kallang Alive precinct, connecting to Stadium and Mountbatten MRT stations and offering public sporting facilities and lifestyle programmes.
We recommended upgrades to the 2.2km waterfront promenade to provide more connections to the water, biodiversity zones, sporting activities, retail areas, and to support greater active mobility in the precinct.

Stadium design for a multi-purpose arena
SportsSG had a vision for an 18,000-seat Indoor Arena which could host major sporting and entertainment events, such as international music concerts, while being flexible to accommodate smaller, community events.
We conducted workshops with stakeholders, including venue operators, to understand the pain points of the existing Indoor Stadium, and what was needed to host future events effectively and efficiently. Our architecture, urban design, transport planning and technical services teams collaborated to develop a stadium design with solutions based on the findings from our research and workshops.
Our stadium design included features to maximise the efficiency of logistics and operations which would reduce turnover times between events. The roof has multiple mounting points for easier AV equipment installation without scaffolding, storage facilities on site eliminate the need for off-site storage, large loading bays provide ample parking space, and direct access to the field for trucks and cranes to load/unload staging and AV equipment saves time.
We optimised the concourse and its amenities, located behind the seating area for circulation during peak traffic, allowing attendees to move between the seats, bathrooms, prayer rooms, sensory rooms, food and beverage and merchandise booths seamlessly and quickly.
To create a multi-purpose arena, we proposed a horseshoe seating arrangement with retractable seating which could be activated to create a full bowl seating arrangement.
To cater to major international events, our design incorporated VIP tier options and media and broadcasting facilities.
Shaping a synergistic Home of Team Singapore
We helped SportSG realise their vision for a sports campus which achieves synergies through the consolidation of various sporting, training, education and accommodation facilities, and allowed people to move through the site seamlessly.
To determine the optimal campus layout and building forms, we evaluated various configurations and combinations of the facilities. We assessed people movement on busy event days, and proposed sky bridges and above-ground connections for athletes and staff to move between facilities, while ground-level routes will be dedicated to public use.
We designed the sport facilities to be stacked vertically to maximise land space. Those requiring larger open spans are situated on the upper levels, while smaller spaces occupy the lower floors. Facilities for para-athletes are located on the ground floor.
Unlike many other high performance sports training campuses which are closed off to its surroundings, we integrated the surrounding community and neighbourhood into our design. This will enable the athletes to connect with the community, giving the public a chance to get to know them and show their support for the national team.
