ReGreeneration is a transformative initiative that brings together nine European cities to revitalise neighbourhoods through people-centred, nature-based solutions. Funded by the European Commission’s Horizon Europe research programme, the project was commissioned by the European Climate, Infrastructure and Environment Executive Agency (CINEA) and is being delivered by a public-private consortium of specialists in landscape design, urbanism, climate resilience and digital twin modelling. 

Arup, as a key member of the consortium, is leading the development of a framework of key performance indicators (KPIs) to help cities measure and track the impact of their greening and re-naturing interventions. Our multidisciplinary team – comprising experts in climate, sustainability and landscape design – is working closely with consortium partners to integrate these KPIs into a digital twin platform, enabling participating cities to monitor progress and replicate successful approaches.

Nature-based solutions: a replicable model for European cities

Cities across Europe face a diverse mix of challenges – from climate change and social inequity to fragmented urban landscapes. Recognising this diversity, the ReGreeneration project is taking a collaborative approach – bringing together municipal departments, academia, the private sector and local communities to co-develop nature-based solutions.

By fostering collaboration between stakeholders, the project aims to design, test and implement nature-based interventions that respond to the unique needs of each city. Pilot initiatives are underway in the lead cities – Alverca, Barcelona, Bucharest and Paris.

Crucially, the project is committed to sharing knowledge and best practice. Experiences from the lead cities will inform replicator cities – including Rome, Segrate, Lappeenranta, Ljubljana and Ghent – where similar urban challenges exist. This approach enables tested solutions to be adapted and scaled, ensuring that successful strategies can be transferred across the network.  

ReGreeneration is all about driving positive change in cities and ensuring our journey toward resilience is collaborative and equitable. Arup’s technical expertise means we now have a clear and measurable framework of KPIs supporting municipalities to create thriving, resilient and climate-neutral cities across Europe.

Replicability through digital twin technology

To support replication and knowledge-sharing, the nature-based solutions designed and tested through ReGreeneration will be incorporated into a digital twin platform, developed by consortium partners. This shared resource will enable cities to explore proven approaches and make evidence-based decisions. The KPI framework developed by Arup quantifies the benefits of these solutions, supporting inclusive planning and ensuring that interventions are technically sound and socially responsive.
