Vejle Resilience Strategy

This document introduces the Municipality of Vejle’s resilience strategy for 2016-2020. It is the first fully integrated response to resilience in Denmark and the first resilience strategy to be developed in Europe as part of 100 Resilient Cities – Pioneered by the Rockefeller (100RC).

As the 100RC Strategy Partner to Vejle, Arup provided technical guidance to the city’s Chief Resilience Officer (CRO). We supported him in understanding the city’s shocks and stresses, the existing baseline of resilience-building activities in Vejle, and to develop practical actions to turn the city’s challenges into opportunities. This work was informed by a comprehensive programme of stakeholder engagement with government, business and civil society. Vejle’s approach to resilience is shaped by the City Resilience Framework (CRF). The CRF was developed in partnership between Arup and The Rockefeller Foundation and has been adopted by 100RC. Vejle is the first of 11 city strategies that Arup is currently supporting as Strategy Partner; others include Byblos, Bristol and Glasgow.

Vejle’s strategy highlights a pathway for creating a more resilient city, and positions the city as a laboratory for testing smarter systems and solutions that increase resilience and promote co-creation between all citizens, businesses and municipal agencies.
