The Humber stands at a pivotal moment. With world class industrial assets, emerging devolved powers and ambitious decarbonisation plans, the region has the potential to become a national engine of clean growth  but only if delivery keeps pace with ambition. This report explores what it will take to unlock that opportunity.

Drawing on Arup’s work across the Humber, it sets out how strong public private collaboration, empowered local government and a shared, pan estuary vision can translate policy into real economic, social and environmental outcomes. It examines the critical enablers of growth, from grid acceleration and water security to environmental and nature reform and highlights where coordinated, place based action can remove barriers to investment.

The report also provides a detailed cluster analysis of East Yorkshire and Northern Lincolnshire, identifying priority sectors, productivity gaps and practical interventions to drive long term value.
