Leveraging Arup’s guidance, MassDOT selects preferred design for the complex Allston I-90 Interchange project

The Massachusetts Department of Transportation (MassDOT) relied on our independent review of this controversial, multimodal project to select an optimal alternate design.

The current route of I-90 on a viaduct through the Allston neighborhood carries 150,000 vehicles each day into and out of downtown Boston and is the primary route of vehicular travel from Western and Central Massachusetts into the city. The viaduct, while currently safe for travel, is outmoded and structurally deficient, thus requiring a difficult replacement project within a congested corridor that also includes multiple rail lines, a parkway, and a regionally vital shared-use path.

Arup, as part of a team of independent reviewers, evaluated existing documentation, developed design solutions, conducted site visits, participated in detailed working sessions, and conducted extensive stakeholder outreach as part of a six-month review of the project. Through this process, the team developed an alternative design that balances the needs of users by enhancing the surrounding environment, creating more open space, minimizing travel disruptions, and improving bicycle and pedestrian connectivity through the corridor. 

In January 2019, MassDOT announced their endorsement of this design, in which I-90 travel lanes will be rebuilt at-grade, while sections of Soldiers Field Road will be relocated to a new viaduct. The design also includes large expansions of the riverfront land available for recreation.

While every proposed design has its advantages and disadvantages, I believe this hybrid can be permitted expeditiously, best balances the present-day and future mobility needs of all users and protects and enhances as best as possible the natural and historic resources and public realm of the Charles River Basin and neighboring Allston community ”
