Hong Kong unveiled its Transport Strategy Blueprint last week, marking a significant step in shaping the city’s mobility future and driving the next era of transport innovation. Arup is proud to have supported this milestone, helping the government define a clear vision: implementing a people-centric approach, strengthening connectivity with the Mainland and the world, promoting efficient travel, and embracing a greener lifestyle. By embedding policy and technological innovation, the Blueprint responds to emerging trends, evolving travel behaviours and long-term challenges.

Commissioned by the Transport Department at the end of 2021, Arup led the Traffic and Transport Strategy Study (TTSS) that informed the Blueprint. With a forward-looking vision and innovative mindset, the study leveraged technology to support a reliable, safe, smart, environmentally friendly, and highly efficient transport system, outlining the strategic direction for Hong Kong’s future transport development.

Structured around three main themes — Enjoyable Journeys, Well-connected City, and Healthy Mobility — the outcomes of the TTSS sets out six strategies and 25 recommendations in the Blueprint. Together, these recommendations aim to enhance public transport services, facilitate cross-boundary commuting, advance smart transformation, and promote green low-carbon transport.

Arup brought together its multidisciplinary expertise from global offices, applying a rigorous scientific approach to shape and strengthen the recommendations that underpin the Blueprint. Advanced data analytics played a central role, supported by a comprehensive programme of strategic transport modelling, demand forecasting and parking demand & supply analysis. Leveraging advanced analytical tools, the study tested network performance and travel behaviour across various future scenarios. These insights not only validated network system resilience but also informed forward-looking traffic management and transport infrastructure strategies.

The TTSS also harnessed next-generation forecasting tools, including the enhanced Comprehensive Transport Study (CTS) model, to generate actionable insights and quantify the impacts of demographic and behavioural shifts identified through the Travel Characteristic Survey (TCS). Beyond analytics, the study also championed resilience as a core principle, spanning city planning, road and street infrastructure, transport operations, digital networks, and financial risk mitigation, drawing on international best practices and insights from Arup’s global teams.

Throughout the study, Arup worked closely with the Transport Department, analysing the latest plans and developments across Hong Kong and the Greater Bay Area, and engaging with a wide range of stakeholders. This collaborative approach ensured the recommendations deliver both near-term improvements and long-term benefits for the community.

The Transport Strategy Blueprint sets a bold and inclusive direction for Hong Kong’s next chapter of mobility. By putting people at the heart of transport planning and embracing innovation, data and sustainability, the TTSS provides a strong foundation for a city that is better connected, more resilient and healthier to live in.
