Jane Healey Brown leads Arup’s planning services across our North West and Yorkshire offices in the UK. Jane is also our Global Town Planning Skills Leader and, as part of this role, she leads our global planning research and skills development for inclusive communities, digital planning, and sustainable planning. She has extensive experience in local planning policy and regeneration – particularly green belts – sustainability appraisals, regeneration, and masterplanning.

Jane has assisted local authorities in preparing local plans and is an experienced expert witness. She has recently supported the UK Government in the delivery of the Department for Levelling Up, Housing and Communities’ Towns Fund Programme, as well as assisting a number of authorities with their Levelling Up programmes. Jane is regularly called up to contribute on national planning matters and has presented to the House of Lords Select Committee on land use and the All Party Parliamentary Group on planning.

Jane is the Greater Manchester Combined Authority Planning and Housing Commissioner, a Visiting Professor of Planning and Geography at the University of Liverpool, and a Fellow of the Royal Town Planning Institute. She is also a Non-Executive Director of Irwell Valley Homes, while also acting as a Board Member of the Northern Powerhouse Partnership.
