Kate leads America’s Restorative Communities practice and serves as Arup’s West Highways Business Leader. For over 25 years, Kate has been a thought-leader and trusted advisor to decision-makers in solving complex urban policy and infrastructure challenges. Currently she leads an Arup cross-disciplinary team focused on revitalizing communities historically harmed by urban roadways.  Prior to joining Arup, Kate served as Deputy Secretary for Environmental and Housing Policy at the California State Transportation Agency. In this role, she worked across dozens of states, regional, and local agencies to advance sustainable growth and climate policies across California.

As a project director at Arup, Kate delivers expertise in performance and financial management, and program, policy and leadership development. Her contributions ensure her partners become nimbler and more resilient in the face of inevitable shocks and stressors, while fostering more inclusive and equitable practices.
