Pádraig Kenny leads the development of Arup’s Digital Services in Europe. He is responsible for advisory and consulting services in tolling, road user charging (RUC), congestion pricing, interoperability and roaming for clients in Europe, North America and Australia; including strategy and planning, business model and technology design, procurement, implementation and operations management.

In 2005, Pádraig led the implementation and operation of Ireland’s first tolling interoperability hub, the Information Exchange Agent (IEA). Since 2013, he has been a trusted adviser to Transport Infrastructure Ireland on the management and evolution of its tolling operations and the provision of Arup’s operational management services, including governance, risk and compliance assurance (GRC) and change management.

He has worked in digital technology for almost 40 years in software, telecoms, telematics and digital transport. For 15 years, he was an expert adviser in Brussels on all aspects of EU digital policy, including the Digital Single Market, cybersecurity and the Galileo satellite navigation programme.
