Yoong Heng is our Singapore Office Leader, Director, as well as a member of our Australasia Board and Global People Council, having been with our firm since 2007.

Yoong Heng strongly advocates the need for sustainable, resilient and innovative digital solutions that better align with the United Nations’ Sustainable Development Goals (UN SDGs). He has led Arup as one of the first signatories of Construction Declares in Asia and is one of the key drivers of Arup’s Future Cities Hub, digital transformation and UN SDGs across the office and region. Chairing the diversity and inclusion committee in the Singapore office, Yoong Heng is wholly committed to enabling a working environment based on merit, fairness and respect – encouraging talented people of any background to produce their best work. 

As a Principal leading the local civil engineering and infrastructure design teams, Yoong Heng brings over 20 years of in-depth knowledge and experience to our business in Southeast Asia. His expertise spans across diverse markets and project typologies in underground space planning, metro and airport development, coastal adaptation and resilience, and masterplanning of major precincts such as Jurong Lake District and the Rail Corridor. 

Yoong Heng has been recognised with multiple accolades particularly for his contributions to Singapore’s underground railway development. Among them, he was one of six Professional Engineers (PEs) lauded at the Building and Construction Authority (BCA) Design and Engineering Safety Awards in 2018. Yoong Heng was recognised for technical excellence and utmost safety, presiding over the tunnel boring works and a highly complex temporary diversion of the Singapore River for Fort Canning station and associated tunnels along the Downtown Line. In 2020, he was among four PEs recognised with the Excellence award by the BCA and had led the project team to win the highest accolade at the Association of Consulting Engineers Singapore’s Design Excellence Award 2020 for his work on Woodlands interchange station along the Thomson-East Coast Line. Beyond the safe implementation of engineering solutions, this project sets the precedent for innovative user-centric infrastructure designs in Singapore.

Outside of Arup, Yoong Heng is a senior member of several engineering associations and committees and has been a keynote speaker at global and regional seminars and conferences.
