Old Mill Complex technical due diligence, Belgrade

Assessment of design, budget and programme schedule.

The Old Mill Complex is located in the central city zone of Belgrade.

The overall project involves the refurbishment and reconstruction of the Old Mill building to form part of a hotel, and a two new buildings to complete the hotel and add office space. A key building is the Steam Mill - constructed in 1902 and classified as a listed building.

Arup, as engineering consultant, was engaged to review all existing technical documentation including existing technical due diligence performed by the sponsor.

We were also asked to evaluate proposed construction budget and schedule including cost assumptions made by the sponsor, proposed construction techniques and design and architectural choices. The brief also required identification of key technical, cost and time risks.

Other tasks included checking whether architectural design and planning were in line with the required administrative authorisations and the latest City of Belgrade Masterplan.

Arup has also reviewed the sponsor’s development team and assessed their ability to carry out the development.
