The Republic of Tartarstan lies approximately 800 kilometres east of Moscow and its capital, Kazan, is one of the Russian Federation’s most prosperous cities. With `modernisation´ one of the core themes of Dmitriy Medvedev’s Presidency, PPP (Public-Private Partnership) projects are being explored as a way to speed up the implementation of major infrastructure developments.
Arup were approached by ZAO Gazprombank, acting on behalf of the Government of Tartarstan to undertake a traffic Due Diligence of the Business Plan for the proposed Shaly (M5) – Bavly (M7) Toll Road. This included a detailed review of the traffic analysis and supporting information provided.
During the six-month study in 2011, Arup provided key services such as traffic analysis, review of the currents business plan, traffic patterns and traffic forecasting. Arup also provided socio-economic and risk analysis as well as the willingness to pay.
Our review was focused on providing an objective expert opinion on the traffic forecasts on the planned tolled highway. Arup’s work took into consideration socio-economic and demographic, car ownership and willingness to pay information. Our experts undertook a detailed analysis of potential traffic risks and also produced different traffic scenarios to estimate anticipated future traffic on the toll toad. Arup’s work will facilitate subsequent decisions by the project Grantors regarding this PPP project.
