Technical Assistance to Roads of Serbia,

We are helping to improve road safety conditions in Serbia

We are providing consultancy services for Serbia’s Road Rehabilitation and Safety Project (RRSP) – a large coordinated effort by International Financing Institutions (IFIs) to support the Republic of Serbia in the implementation of the National Road Network Rehabilitation Programme. 

This five-year programme aims to improve conditions on the state road network by means of rehabilitation of approximately 1,100 km of existing roads and by enhancing road safety conditions in all phases of the project implementation.

During this project, a multidisciplinary team based in different Arup offices across Europe is providing project management, monitoring and coordination services. We are also advising Public Enterprise Roads of Serbia (PERS) on aspects of the assessment related to procurement, financial management, environmental and social safeguards and programme planning and reporting.  

The project is also helping to build a stronger relationship with the World Bank, EBRD and EIB – the lenders on this development.

Enhancing road safety 

We are performing road diagnostic surveys for 56 sections and preparing supporting reports in order to determine the exact condition of the road section and obtain necessary information for the preparation of Terms of Reference for the procurement of main design. 

Furthermore, we prepare and update procurement plans and schedules for procurement, as well as bidding/tender/contract documents for Works Contracts and associated consulting services.  
Our experts are providing assistance to PERS in procurement procedures and preparation of expert documents of relevance for procurements (ToRs, clarifications, justifications, evaluation reports, confirmation that all conditions for the contract award are met, etc.).

Arup’s team is monitoring and evaluating the physical progress of implementation, bringing any significant variations to the immediate attention of the PERS, the reasons for such variations, their impact on completion of the project and recommending remedial measures.

We provide assistance in confirmation of compliance in implementation of safety, environmental and social safeguard policies.


In order to ensure that this project is successfully realised, we are assisting with the daily management of the project under all its segments; as well as providing detailed reporting to the Ministry and IFIs and liaising with the designers, supervising engineers, the contractors and all other stakeholders.
