Arup’s Smart-Green-Resilient approach (SGR approach) for the New Territory North (NTN) project in Hong Kong has won the Grand Award at the International Society of City and Regional Planners (ISOCARP) Award for Excellence 2022.

Covering a study area of 5,300ha, the NTN project aims to create opportunities for people and business, enhance accessibility and connectivity, and foster urban-rural-nature integration. The plan will also unleash precious land resources and forge a closer collaboration with Shenzhen.

Arup proposed the ‘Smart-Green-Resilient’ approach, a ‘cognitive prism’ weaving three prime objectives – people-oriented, contemporary relevance and future-proof – for this meso-scale spatial planning project. These objectives were translated into 76 measures under the themes of waste, water, energy, transport, ICT, low-carbon and urban agriculture. Three potential development areas were identified with implementation roadmaps for developing an integrated green infrastructure system comprising transport, sewerage, drainage, water supply and cavern systems formulated to ascertain their practicality.

The New Territories North project in Hong Kong takes a strategic, outcome-focused ‘Smart-Green-Resilient’ approach to large-scale spatial planning. Based on multi-criteria analysis and scenario-testing while enabling early interdisciplinary collaboration, the approach serves as an exemplary model for leveraging smart planning methodologies. With its developed set of integrative and evidence-based methods, the NTN project contributes to future development strategies and project standards in the region. ” Jury, ISOCARP Awards for Excellence
