Doug Balmer is a Principal in Arup’s Montréal office. Having joined the firm in 1990, he is an expert in the procurement of complex and major projects and has over 30 years of experience working in Canada, UK, Europe, Asia, and the US.

A civil engineer by training, Doug has successfully delivered a variety of transportation related projects and has extensive experience leading major infrastructure design teams and in providing technical and contractual advice. Doug’s experience enables him to integrate all technical, commercial, and legal matters to positively influence the desired project outcomes. Recent projects of note include the proposed Alexandra Bridge Replacement in Canada’s National Capital Region, the New Samuel de Champlain bridge, the proposed Contrecoeur Container Port in Montréal, and the proposed High Frequency Rail Project between Toronto and Quebec City.
