Hayley is an Associate Director in Arup’s International Development Group and leads our work in Social Infrastructure. She is also the Education Business Leader for UK, India, Middle East and Africa, specialising in the planning and implementation of large-scale sustainable, resilient, and appropriate education infrastructure programmes. Hayley is passionate about developing safer and resilient education facilities, and addressing the global challenges we face in tackling climate change, poverty and urbanisation.

She has over 20 years’ experience in delivering a wide range of buildings across Africa, South and South-East Asia and small island developing states in the Caribbean and Pacific. This includes designing and evaluating schools as well as providing strategic and technical advice on improving construction environments to increase resilience and reduce vulnerability of communities. Some examples of her most significant projects are Sabre Kindergarten School Prototype, Global Programme for Safer Schools (GPSS), Peru’s ARCC (Education Workstream) and Peru’s Bicentennial Schools Programme.

Hayley is a Chartered civil engineer and a member of the Institution of Civil Engineers (ICE). She has also contributed to the development of many building regulatory documents globally, construction and design guidelines, and manuals such as the Pakistan Shelter Guide and the School Construction Guidelines for Schools in Nagaland (India).
