The Department for Transport commissioned this report in support of the development of the Rail Freight Strategy, to understand the future growth potential in the UK rail freight market and the scope for modal shift from road to rail.
The study also investigated policy measures which could help to realise this potential and assessed the reduction in carbon emissions these measures could bring.
