Arup selected as financial and procurement advisor for the Los Angeles Street Civic Building

The City of Los Angeles’ Bureau of Engineering (BOE) has selected Arup as its financial and procurement advisor for the procurement of the Los Angeles Street Civic Building (LASCB).

Arup will lead the development of the requests for qualifications and proposals, and will conduct financial analysis and market soundings for the City’s preferred DBFOM and DBF+OM delivery options. Arup will also assist the BOE with the management of the procurement process, including the evaluation of proposals, negotiations, financial closing, and construction phase project management support.

In addition to the City of LA, Arup is currently assisting the City of Long Beach, City of Napa, and the City of Denver with P3 advisory services.

With this selection the City’s procurement team is complete. Perkins+Will is the City’s technical advisor and Ashurst and Loeb & Loeb are the legal advisors. Arup's subconsultants for the project include Deloitte, BAE, MGAC, Trifiletti Consulting, and OCMI.

The City is looking to build a 27–29 story tower that will contain 753,740ft2 of office space and underground parking for 1,100 vehicles. Highlighted in a recent industry meeting presentation, a request for qualifications is expected to be issued in January 2019. The request for proposals is slated to be issued next May to shortlisted teams, with responses due in September 2019. 

The City is aiming to select a preferred bidder by November 2019 and hopes to have the project agreement approved by January 2020. Construction is expected to begin in February 2020, with operations slated for April 2023.
