Colum Lynch is an Associate Director at Arup and is an experienced project manager. Over the past six years, he has worked in tolling and road user charging. He has developed considerable expertise in the procurement and implementation of tolling projects, establishing contract requirements, carrying out studies and helping to develop policy.

Colum has supported TII in all aspects of their interoperability operations and was technical lead on the design and procurement of TII’s eFlow operation, implementing the ‘Tolling as a Service Model’. He is currently Assurance Manager on the mobilisation and transition of this eFlow operation. He is technical lead on the Flanders light vehicle tolling scheme and is supporting road user changing projects in the Netherlands, Washington State and Hawaii.
