Matt Higgins is a Senior Transport Planner and Arup’s Active Travel Lead for the North West and Yorkshire. He has more than 10 years of experience leading a variety of local, regional, national and international projects at Arup and in previous roles at Steer, the London Borough of Hackney, Transport for London and the Department for Transport. This includes leading the £120m cycle Quietways programme at Transport for London, developing active travel planning tools at the Department for Transport, technical work on Phase 1 of West Yorkshire’s LCWIP and supporting the development of Active Neighbourhoods across Greater Manchester.

Matt specialises in active travel policy and strategy, scheme optioneering and prioritisation, assessment and business case development, applied behavioural insights and stakeholder engagement.
